Homeland Security called this an act of domestic terrorism, saying,

“Today, ICE officers in Minneapolis were conducting targeted operations when rioters began blocking ICE officers and one of these violent rioters weaponized her vehicle, attempting to run over our law enforcement officers in an attempt to kill them—an act of domestic terrorism.”

An ICE officer responded by firing his weapon, feeling threatened for his life and those around him. The woman was killed during this incident.

The aftermath saw a surge of protestors and heavy police presence in the area. Minneapolis Mayor Jacob Frey criticized ICE, blaming them for stirring up trouble and demanding their departure from the city.
