Jesse Arreguin rolled out SB 948 back in February, a bill that would force every single gun buyer to sit through a four-hour firearms safety course before they can exercise their constitutional rights.

That’s right — four hours of government-mandated training just to purchase what the Constitution says you already have the right to own. And it doesn’t matter if you’ve owned guns your whole life or just moved to California from a free state. You’ll be treated like a criminal until you prove otherwise.

This bill isn’t about safety. It’s about making gun ownership so expensive, so time-consuming, and so bureaucratic that regular folks just give up. That’s the playbook: death by a thousand cuts.

The scheme hits transplants particularly hard. Imagine you’re a Texas family moving to California for work. You’ve owned firearms responsibly for decades. Now you’re told you need to sit in a classroom for half a workday before you can buy your next hunting rifle or home defense pistol.

Meanwhile, gang members in Los Angeles and San Francisco aren’t lining up for safety courses. They’re not filling out paperwork or waiting for government approval. Only the law-abiding citizens get punished while crime runs rampant.

California already has some of the strictest gun laws in the nation. Background checks, waiting periods, magazine limits, feature bans — the list goes on. And what has it gotten them? Rising violent crime in major cities and lawful gun owners treated like second-class citizens.

This four-hour course requirement is just the latest example of liberal legislators using red tape to strangle constitutional rights. They know they can’t ban guns outright, so they make the process so painful that fewer people bother to go through with it.
