He worked for White Hawk Carriers and was given commercial driving licenses in California, Washington, and New Mexico, despite failing to meet required English standards. An English test after the crash showed he barely understood traffic instructions.

Singh blocked the highway using an “official use only” turn. His actions resulted in the deaths of three people in a minivan.

Investigators found that Singh was licensed even though he could not understand or speak enough English—as mandated for safely operating large trucks. Federal and state officials are now trading blame for how he was cleared to drive and work, with California and the federal government pointing fingers at each other.

Transportation officials and political leaders across state lines are engaged in a heated argument, each blaming the other for the breakdown in rules and vetting. The investigation is still active, looking into licensing and enforcement failures.
