Sixteen months into President Trump’s second term, his administration just rolled out one of the most aggressive agricultural comeback plans in modern history. Agriculture Secretary Brooke Rollins stood on an Arizona cotton farm last week and declared war on the foreign competitors who’ve been eating our lunch for years.

While Washington insiders ignored it, Brazil quietly overtook America as the world’s top cotton exporter in 2023. That’s right — we lost our crown while the previous administration sat on its hands and lectured us about climate change.

Cotton isn’t just another crop. It’s woven into our history since 1607, when Virginia settlers first planted it. Arizona alone produces over 280,000 cotton bales a year from 102,000 acres. Nationwide, the cotton sector pumps $21 billion into our economy and supports more than 125,000 American jobs.

Secretary Rollins announced the Great American Cotton Plan at Jon Post’s farm in Marana, Arizona — the nation’s third-largest producer of premium Pima cotton. Standing alongside Small Business Administrator Kelly Loeffler and Representative Juan Ciscomani, she laid out a battle plan with four major pillars.

First up: promoting domestic cotton consumption through a Plant Not Plastic initiative. This ties directly into Trump’s Make America Healthy Again agenda — the same movement pushing back against synthetic chemicals in our food and clothing.

The White House MAHA Commission started investigating microplastics and synthetic textiles last September, looking at potential health risks Americans face every single day. While that research continues, USDA is already pushing cotton as the healthy, breathable, biodegradable alternative our grandparents wore without question.

Second: ramping up domestic production to make cotton affordable again. The Working Families Tax Cuts Act — passed by Republicans and signed by President Trump — reauthorized the Pima Agriculture Cotton Trust Fund through 2031. That means $16 million annually supporting domestic manufacturers and associations.

The administration also increased payment rates in the Economic Adjustment Assistance for Textile Mills program, helping American cotton mills upgrade their facilities and compete with foreign operations.

Third: opening new global markets and revitalizing export financing. Indonesia just agreed to import at least 163,000 metric tons of U.S. cotton annually for five years, then maintain minimum imports of 150,000 metric tons going forward.

Through the COTTON USA Licensing Program, USDA’s Market Access Program is leveraging over $13 million in fiscal year 2026 to drive global demand for American cotton.

Congress has a role here too. The bipartisan Buying American Cotton Act would incentivize retailers to sell more products made from U.S. cotton, making it more affordable for working families. When it hits President Trump’s desk, expect him to sign it immediately.

Fourth: protecting growers from new threats. With the cotton jassid pest spreading across the country, USDA’s Agricultural Research Service has already launched control efforts.

And starting June 1st — this Monday — eligible farmers can add up to 30 million new base acres in the Agriculture Risk Coverage and Price Loss Coverage programs. That’s the first expansion opportunity they’ve had in two decades.

Secretary Rollins connected the dots:

“As we approach the celebration of America’s 250th birthday, the Trump administration is returning to our nation’s agricultural roots by uplifting American cotton and the farmers who grow it. The very fiber of our nation depends on it.”

The plan addresses everything from unfair foreign trade practices to domestic health concerns about synthetic fabrics. It’s comprehensive, aggressive, and laser-focused on results — exactly what you’d expect from an administration that’s already secured over two dozen new trade deals and reformed the Adverse Effect Wage Rate to save businesses up to $2 billion annually.

Arizona cotton growers planted over 102,000 acres last year, producing hundreds of thousands of bales of premium Pima cotton. These farmers watched Brazil steal market share while the previous administration did nothing. Now they’re finally getting backup from Washington.

The Great American Cotton Plan makes our supply chain stronger, more affordable, and more secure. It protects American jobs, supports small family farms, and pushes back against the synthetic chemical industry that’s been poisoning our clothes and potentially our bodies.
