Small and medium-sized businesses in Europe are leaving the corporate giants behind. Heavy regulation is making it tough for the big names, but smaller firms are thriving thanks to more freedom and fewer rules.

Recent data from the European Commission shows that smaller businesses are expanding quicker than top multinationals, even after tough times with energy jumps and inflation. Unlike massive firms, most small operations slip under the radar of strict EU rules—meaning they reinvest earnings and increase hiring while the giants focus on regulatory paperwork.

These agile companies don’t waste time in boardrooms or layers of management. Instead, they stay close to customers and adapt in real time to whatever challenges pop up.

“Regulation is seen by more than 60 percent of European Union companies as an obstacle to investment,” said Martynas Barysas, director at Business Europe. Big business may have departments built just for rule-watching, but it still slows them down.

Supporters of strict standards say rules improve worker conditions and keep companies honest. But even regulatory fans admit it’s a lot to deal with: Mario Draghi recently warned the whole European economy can’t lead the world if it’s always weighed down by red tape.

Europe tried to cut the paper trail by 25 percent last year, but progress is slow. Meanwhile, American firms, facing far fewer regulations, keep outgrowing Europe’s biggest even with a smaller population—and that gap is getting harder to ignore.
