Israel and Hamas are on the verge of starting the second stage of the ceasefire. Israeli Prime Minister Benjamin Netanyahu says this move depends on Hamas returning the last hostage’s remains from Gaza.

Netanyahu made his comments in a news conference with German Chancellor Friedrich Merz, noting that steps under President Trump’s 20-point peace plan are close to happening. He said, “Few people believed the ceasefire’s first stage could be achieved, and the second phase is just as challenging.” The second stage includes disarming Hamas and pulling Israeli troops out of Gaza, and this could happen before the year’s end.

The final body held in Gaza belongs to Ran Gvili, a 24-year-old police officer killed by Hamas during the October 7th attack in 2023. Return of his body and Israel’s handover of 15 Palestinian bodies are set to wrap up the first stage of the deal.

The next steps would send international forces to keep order in Gaza and set up a temporary Palestinian government run by an international board, led by President Trump. A Hamas official says the group is ready to talk about putting down their weapons as part of the ceasefire.

Netanyahu explained there is a third phase in the plan to change how people in Gaza think about Hamas. He pointed out past successes in Germany, Japan, and the Gulf States, adding, “But of course Hamas has to be dismantled.”

This deal is a high-stakes effort to end the fighting and start rebuilding the region’s future.
