The U.S. Department of Health and Human Services (HHS) Office of Refugee Resettlement uncovered six forms of fraud in the Unaccompanied Alien Children Program during the previous Biden administration.

The memo shows repeated breakdowns in sponsor background checks and child placement safeguards.

“Six distinct fraud patterns were identified, including fake documents, shell addresses, and repeat sponsors claiming multiple unrelated minors,” the internal review stated.

The findings reveal that thousands of children were released to adults whose identities and motives were never properly verified.

“Vetting failures left children vulnerable to exploitation and trafficking networks operating under the cover of federal programs,” the memo concluded.

Taxpayers funded the entire operation while basic security steps were ignored or bypassed.
