January 1, 82-Year-Old Woman Arrested Over $77 Trash Bill
An 82-year-old woman in Alabama was left in tears when police arrested her for failing to pay a $77.80 trash bill.
Martha Menefield said she didn’t know why two Valley Police Department officers pulled up to her home in Valley Alabama on Nov. 27. One of the officers told Menefield they were there to arrest her for failing to pay her $77.80 trash bill.
Menefield told KTLA she initially thought the officer was joking. She thought the bill had already been paid, “but they said it hadn’t.”
“I’m just happy my grandkids weren’t here to see that,” Menefield said. “That would have upset them. I was so ashamed. And it’s been bothering me.”
The 82-year-old was handcuffed, arrested, and taken to Valley Jail.
“I was in a little cage-like thing at the police station,” she said. “And I said, ‘Y’all put me in this cage? You ought to be ashamed of yourself.’”
News of her misdemeanor arrest for “failure to pay solid waste fees” drew outrage on social media, with many offering to pay the bill.
But Valley Police Chief Mike Reynolds defended the arrest in a statement posted on the city’s Facebook page.
“City of Valley Code Enforcement Officers issued Ms. Menefield a citation in August of 2022 for non-payment for trash services for the months of June, July, and August,” the statement read. “Prior to issuing the citation, Code Enforcement tried to call Ms. Menefield several times and attempted to contact her in person at her residence. When contact could not be made, a door hanger was left at her residence. The hanger contained information on the reason for the visit and a name and contact phone number for her to call. The citation advised Ms. Menefield that she was to appear in court on September 7, 2022, in reference to this case. A warrant for Failure to Pay-Trash was issued when she did not appear in court.”
Menefield said she never received any notice to appear in court.

I do not believe the City left any message … they could have mailed the notice Certified Mail Receipt Signature Required !
The arrest was not warranted in this situation ! The Lady needs to get a Lawyer and bring suit on the City and Police !

Then you don’t know how stupid people like the chief can be. Everyone makes mistakes like the lady’s but are usually reminded of late payment and given a chance to rectify instead of jailed for such a petty mistake.

She stated that she thought they had been paid. Why didn’t they stop picking up the trash after the first month and for them to contact her about it?! Welcome to the 21st. Century!!! You would’ve thought the police would visit her a month or so before to check if she got the bill and paid it, or if she could write a check or pay the bill. The arrest is clearly wayyy too harsh for this type of issue. I understand she also missed a court date. But that should have given a heads up to the police that something weird was going on with this senior citizen. I would guess that there are agencies or non-profits in the area that could have assisted. I hope they cleared up the mess. The cops have it tough enough without incidents like this adding to the chaos. Don’t pick on street cops. Yell at management, the source of so many issues.

Don’t blame the police blame the city government. As a police officer you are commended by law to enforce a legally issued arrest warrant. STUPID but the police have no choice except if they knew about the small amount of money, she owed then they could have paid it. In how many cities do you have to shoplift or seal over 1,000 dollars before they arrest you. Blame the government for they are at fault.
