A Missouri judge dealt a crushing blow to Democrats Wednesday, ruling that left-wing activists can’t use the state’s referendum process to overturn a Republican-drawn congressional map. The decision keeps a Trump-backed map in place for the November midterms — and could help determine who controls the U.S. House.
Cole County Circuit Judge Daniel Green ruled that Missouri’s constitutional referendum provisions “do not apply to congressional redistricting enacted by the General Assembly.” He sided with Republican Secretary of State Denny Hoskins in the closely watched fight.
Green also ruled that Hoskins’ decision not to certify the referendum petition was “lawful.” He ordered that the Republican-backed congressional map “remains in full force and effect for the 2026 general election.”
Plaintiff Richard von Glahn appealed the ruling Wednesday evening, according to court records. But for now, the map stands.
The ruling preserves boundaries passed by Missouri’s Republican-led Legislature after President Trump urged GOP-controlled states to redraw congressional lines ahead of the 2026 midterms. It’s exactly the kind of bold action Trump called for — and Missouri answered.
The new map is designed to give Republicans a real shot at defeating Democratic Rep. Emanuel Cleaver of Kansas City. Missouri’s current eight-member House delegation has six Republicans and two Democrats.
The map splits portions of Kansas City between neighboring Republican-held districts. It stretches the remainder of Cleaver’s 5th Congressional District east into Republican-heavy rural areas. About 59% of voters in the reshaped district are new to it.
Republican state Sen. Rick Brattin won the GOP primary in the redrawn district earlier this month. Cleaver was unopposed for the Democratic nomination.
The new boundaries were already used in Missouri’s August primaries. Voters have already spoken under these lines — and now a judge has confirmed they’re here to stay.
Opponents collected thousands of signatures seeking to force a statewide referendum on the map. But Hoskins rejected the petition, arguing that Missouri’s Constitution does not allow congressional redistricting to be put to a referendum.
Green agreed, entering judgment for Hoskins and the Republican National Committee, National Republican Congressional Committee and Missouri Republican State Committee, which intervened in the case. A clean sweep for the GOP.
The Missouri fight is part of a broader national redistricting battle ahead of November. Republicans are playing hardball in state after state — and winning.
Republican Gov. Mike Kehoe called lawmakers into a special session last year after Trump urged Republican-led states to redraw congressional boundaries ahead of the midterms. Missouri became the second Republican-led state, after Texas, to pursue new congressional boundaries as part of that push.
Green’s ruling leaves the Trump-backed map in place while the case moves to the appeals court. Democrats can cry all they want — the map is locked in for November.
Why It Matters
This is what happens when Republican governors and state legislatures actually listen to President Trump and fight back. For too long, Republicans let Democrats gerrymander their way to power in blue states while playing nice everywhere else. Those days are over. Missouri just proved that when the GOP grows a backbone and uses the tools at its disposal, they can win — and win big. This map could flip a Democrat seat in November and help take back the House. That’s not just a win for Missouri. It’s a win for every working American who’s sick of watching the left rig the system.
