Texas House Speaker Dade Phelan has taken bold action against Democrats who left the state to avoid a key vote. Many lawmakers are frustrated at what they see as an attempt to dodge responsibility.
“The House will use every available resource under the Texas Constitution to secure a quorum,” Phelan said.
