January 1, Lawmakers Consider Giving Homeless People $1,000 a Month

The Oregon state legislature is considering a bill that would give monthly $1,000 payments to homeless residents.

Senate Bill 603 would provide 12 monthly payments of $1,000 to individuals who are experiencing homelessness, at risk of homelessness, severely rent burdened, or who earn at or below 60% of area median income. The bill would use $25 million from Oregon’s general fund to establish a People’s Housing Assistance Fund Demonstration Program that would be administered by the state’s Department of Human Services.

Based on the bill’s language, people who receive the $1,000 payments would be able to spend them however they’d like. “Payments may be used for rent, emergency expenses, food, child care or other goods or services of the participant’s choosing,” the bill reads.

If passed, the bill would sunset on Jan. 2, 2026. But it also requires Portland State University’s Homelessness Research and Action Collaborative (HRAC) to study long-term cash assistance programs that the Legislative Assembly could consider for approval in 2025.

According to the bill, the HRAC’s study must consider “disparate impacts on communities of color, immigrant and refugee communities and persons identifying as lesbian, gay, bisexual, transgender, queer and other minority gender identities and sexual orientations.”

Also, the study must explore “how agencies can make long-term cash assistance programs accessible to individuals who do not have Social Security numbers or who have only taxpayer identification numbers,” the bill states.

“I think the end game is to really create a permanent program,” said Rebekah Markillie, a member of Residents Organizing for Change (ROC), an affordable housing advocacy group.

One of the bill’s lead sponsors is state Sen. WLnsvey Campos (D-Aloha), 27, who recently became the youngest ever state senator in Oregon.

Homelessness is an issue that pervades through the state, especially in Portland. In September, Portland was hit with a class action lawsuit from residents over “the city’s systemic failure to provide full and equal access to its sidewalks” by failing to keep its sidewalks clear of debris and tent encampments.”

      You are right. I was giving a homeless man several dollars when I would see him. My husband aslo donated to him. One day I saw him coming out of the grocery store with 2 6 packs of beer and a bottle of whiskey. No more donations. Prayers for our government to make better decisions. Homeless people die drugs and alcohol, commit crimes. They need mental help is. Good

    BULLSHIT!!! Do not give people $1000 just because they are homeless. Make them get a job, or show that they have tried to get a job. Giving them money for nothing just encourages them to not get a job.

      True. I am not homeless however if they are giving money away, send some my way. SS doesn’t go very far nowadays.

    Vouchers might work better than giving cash away. Otherwise the money probably will go for drugs.

    This is a dangerous slope to climb.who is going to monitor the funds being given out who can be trusted enough to have access to that kind of money when we all know that our state and government is run by people that can’t be trusted look at their bank accounts and tell me how there is so much in them on their salaries no this should never happen

    Let’s make it simpler. . .Every one applying for the program should be requires to apply for a job at same time. Dont have the skills then go with a company that will teach the skills BUT IN ANY CASE EVERFY ONE OF THESE P[EOPLE MUST SHOW UP AT WORK ON TIME AND DO AT LEAST A MINIMUM OF VOUME IN YOUR TASKS ! 1 1 Fail to show up at work ready to start, break the law or any of the rules and OUT YOU GO WITH NO PAYMENT. . .IF THIS SORT OF PLAN IS USED THEN RAISE THE PAYMENT TO $2500.00 MONTH and throw in a meal. . .Back when work fare was the plan a large number of people found contributing to the nation and getting paid was a lot of fun and the working class gained a good many members

    COOL!!!! Think about what they will be able to get with this extra $1000 a month. A gram of ‘Dark’ , aka Heroin. Between 200-300 ‘Blues’. ‘Blueberries’, aka Fentanyl. C’mon people! That’s one less business they need to rob. A few less people they need to rob, scam, steal etc. oh damn! Now that I think about it, it’s just extra drugs, leading to a higher addiction, more deaths, more Felonies (that won’t be punished), especially when the program ceases. That extra $1000 a month of extra drugs because they need MORE to keep their addiction level up. Yeah, this definitely makes sense Oregon, just like everything else you ‘Representatives’ are doing. Your tax revenue is DOWN because companies can’t AFFORD to stay in business with you ALLOWING people to walk out with their products without paying. Desiring little children to change their gender at 8 years old- you somehow think that an 8 year old has the WISDOM to UNDERSTAND this! Oregon-you can kiss my Christian, Patriot, MAGA, Female-I don’t‘identify’, I AM a female and proud of it, ass!

    WE ARE WRONG TO GIVE OUT MONEY. MANY YEARS AGO A BLACK WOMEN TOLD ME THAT THEY CAME TO CALIF BECAUSE IT WAS SO EASY TO GET WELFARE. NO ONE CHECKS UP ON THIS. WE JUST GIVE MONEY GENERATION AFTER GENERATION AND NO ONE KEEPS TRACK OF IT ALL. NO MORE HANDOUTS, LET PEOPLE GO TO WORK, THIS WILL GIVE THEM SELF RESPECT.
